COUNTY COUNTY PROCUREMENT
The procurement Office is a division of the County Executive Office (CEO) that provides corporate-level procurement support to the County.
The County Purchasing Agent, as head of the Procurement Office is responsible for implementing and enforcing Board of Supervisors and CEO policies pertaining to County procurement.
The Procurement Office is charged with ensuring that the County's process is fair, competitive, efficient and conducted under strict ethical guidelines.
The Board of Supervisors delegates the authority to procure all goods and services to the County Purchasing Agent. This authority is then delegated to Deputy Purchasing Agents located at each agency and department. Under direction of the CEO, the Procurement Office ensures that proper safeguards are in place for maintaining a procurement system of quality and integrity by providing procurement support, training and oversight countywide.
Mission
Our mission is to provide County leadership in procurement through effective collaboration, teamwork, training and oversight to ensure a procurement process that is fair, cost effective, efficient and in accordance with Board policy as well as state and local statutes.

Public employment is a public trust. It is our duty to conduct purchasing processes in an ethical manner that builds public confidence and preserves the integrity of an open and fair procurement process. The Procurement Office, as a regional leader in public procurement must set the example and build opportunities for cooperative purchasing to ensure public funds are expended in a manner that provides maximum benefit to the taxpayers of Orange County.
Organization
The County Procurement Office serves the CEOs Office as a Procurement Corporate entity, overseeing the Procurements across the 26 County departments. To accomplish this task, we are organized as shown in this Organization Chart. (as of 9-10-20)

Contract Services currently administers more than 680 contracts and Memorandums of Understanding (MOUs), many of which contain multiple funding sources and are distinctly different programs. These human service contracts include services for Agency programs in Behavioral Health Services, Correctional Health Services, Regulatory/Medical Health Services and Public Health Services. Contract providers include hospitals, clinics, physicians, educational institutions and community based organizations.
The Contract Services division supports the fiscal and operational integrity of HCA by utilizing the competitive bidding process to obtain the most cost effective services; providing effective and efficient contract development and administration; and providing oversight of contracted human services to safeguard the County's financial resources.
As part of the Administrative Services team, Contract Services partners with HCA programs to ensure the availability of cost-efficient, effective contracted services for Orange County residents.

The County of Orange has partnered with BidSync Inc., a bid management system used for soliciting and responding to Request for Proposals for Human Services. The County's purchasing functions are decentralized with specific employees in the various departments responsible for purchasing decisions. The County Procurement Office is responsible for issuing County-Wide Master Agreements as well as assisting the various departments of the County as they purchase equipment, goods and services and for administering the Online Bidding System. The OC Procurement website can further assist with providing insight relating to doing business with OC.
Vendor Information Day
The County of Orange holds a Vendor Information Day on the first Thursday of each month (except holidays). These sessions are to provide vendors with information on how to do business with the County and to answer questions regarding the County of Orange purchasing process.
